Fact Check: Did India and Japan Sign a Pact?

Claim: India and Japan have signed an agreement allowing 50 million Hindus to settle in Japan.

Verdict: False

What Is the Claim?

A post circulating on social media claims that India and Japan have signed an agreement allowing 50 million Hindus from India to settle in Japan.

The claim appears to have gained traction alongside footage of a meeting between Indian and Japanese defence ministers, with the video being presented as evidence of such an agreement.

However, there is no credible evidence that India and Japan have signed any pact allowing 50 million Hindus, or people belonging to any particular religion, to settle in Japan.

What Does the India-Japan Agreement Actually Say?

According to the Ministry of External Affairs (MEA), India and Japan have an Action Plan for India-Japan Human Resource Exchange and Cooperation.

The initiative sets an aspirational target of exchanging more than 5,00,000 personnel in both directions over five years.

This includes 50,000 skilled personnel and potential talents from India to Japan.

The figure of 50,000 skilled personnel appears to have been distorted on social media into a claim involving 50 million Hindus.

The MEA’s description of the initiative focuses on human-resource cooperation, talent mobility and people-to-people exchanges. It contains no provision referring to Hindus or to immigration based on religion.

Is There Any Provision for 50 Million Hindus?

No.

The official India-Japan documents cited in the report do not mention:

• 50 million Hindus settling in Japan
• preferential settlement for Hindus
• immigration based on religion
• an agreement allowing a particular religious group to migrate to Japan

The actual target is more than 5,00,000 personnel exchanged in both directions over five years, including 50,000 skilled personnel and potential talents from India to Japan.

Therefore, the viral claim changes both the number and the nature of the agreement.

What About the Viral Video?

The video shared alongside the claim does not show the signing of any agreement allowing Hindus to settle in Japan.

The footage actually shows Indian Defence Minister Rajnath Singh and Japanese Defence Minister Shinjiro Koizumi at a bilateral meeting in New Delhi on August 20, 2026.

The official release concerning that meeting does not mention any initiative allowing 50 million Hindus to settle in Japan.

What Does the Evidence Show?

The evidence cited in the report points to a straightforward explanation for the viral claim.

India and Japan do have a human-resource exchange initiative, but its scale and purpose are very different from what the social-media post suggests.

The agreement targets:

• More than 5,00,000 personnel exchanged in both directions over five years.
• 50,000 skilled personnel and potential talents from India to Japan.
• Greater human-resource cooperation and people-to-people ties.

There is no reference to 50 million people, nor is there any provision specifically concerning Hindus or another religious group.

Conclusion

The viral claim appears to be based on a distortion of the India-Japan human-resource exchange initiative.

The actual programme involves the exchange of more than 5,00,000 personnel over five years, including 50,000 skilled personnel and potential talents from India to Japan. It is not an agreement allowing 50 million Hindus to settle in Japan.

The accompanying defence-minister video is also unrelated to such a settlement agreement.

Final Verdict By Factcheck India

False. India and Japan have not signed a pact allowing 50 million Hindus to settle in Japan. The actual India-Japan initiative concerns human-resource cooperation and aims to facilitate the exchange of more than 5,00,000 personnel over five years, including 50,000 skilled personnel and potential talents from India to Japan. No provision in the cited official documents specifically concerns Hindus or settlement based on religion.
